At Hawke’s Bay Airport, Downer’s Transport & Infrastructure team has delivered a targeted pavement preservation treatment designed to extend the life of critical airfield assets, without the cost and disruption of full resurfacing. Working across six nights shifts to minimise impact on airport operations, our teams applied Specialised Emulsion Preservation (SEP) across key sections of the runway. Delivered by Downer’s National specialised team, in collaboration with our local Hawke’s Bay team, the project highlights the strength of combining national expertise with local delivery.

A proactive approach to asset management

SEP is a preventative maintenance solution designed for asphalt and chipseal surfaces that are still structurally sound but beginning to show signs of ageing.

Rather than waiting for deterioration to accelerate, SEP works by:

  • Replenishing binder in oxidised surfaces
  • Sealing micro-cracks
  • Reducing water ingress into the pavement

This approach helps slow the ageing process and maintain surface performance — extending pavement life by 5–7+ years when applied as part of a planned maintenance programme.

Delivering value with minimal disruption

For asset owners like airports, maintaining operational continuity is critical. SEP offers a practical solution, enabling works to be completed efficiently with minimal downtime.

At Hawke’s Bay Airport, this meant:

  • Reduced disruption to daily operations through night works
  • A cost-effective alternative to full resurfacing
  • Continued safe performance of the runway surface

The treatment also supports sustainability goals, reducing the need for more resource-intensive interventions.

Delivered by our people

Behind the delivery is a highly skilled team, combining the capability of Downer’s national specialised crews with the strong relationships and knowledge of our local Hawke’s Bay team.

From planning through to execution, the focus remained on safety, quality, and delivering the right outcome for the client.

Looking ahead

Projects like this demonstrate the value of acting early. By investing in preservation at the right time, asset owners can reduce long-term costs, maintain performance, and plan future renewals with greater certainty.

If you’re looking for a smarter, more cost-effective way to maintain your pavements, talk to our team about how SEP can support your network.
