In Australia, Downer’s spray seal fleet spans all major states and territories, with dedicated operations in Victoria, New South Wales, Queensland, South Australia, Western Australia and Northern Territory.
Our national team with a fleet of over 400 vehicles and mobile plant delivers traditional spray seal treatments and alternate solutions such as emulsion seals, crumb rubber seals, geofabric reinforced seals (GRS), and polymer modified seals such as stress/strain alleviating membrane interface (SAMI), high strength seals (HSS) and extra strength two coat (XSS) seals.
To support regional projects, Downer utilises crumb rubber mixes blended on site in our mobile crumb rubber blending plants “Rubber Ducky’s”. All applications are rigorously tested to meet local specifications, including Austroads standards in Australia.
In New Zealand, Downer’s operations are extensively relied on by the New Zealand Transport Agency and local authorities, offering tailored surfacing solutions through a self-performing model. With approximately 240 specialist sealing personnel and a fleet of dedicated chip seal units, Downer maintains active sealing operations across most regions (Northland, Auckland, Waikato, Bay of Plenty, Hawke’s Bay, Taranaki, Whanganui, Wellington, Canterbury, Otago and Southland).
All our bitumen manufacturing plants produce state of the art emulsions. Emulsions offer a safer, more sustainable alternative to traditional hot cutback bitumen. By dispersing bitumen in water using emulsifying agents, they can be applied at significantly lower temperatures – reducing energy use, kerosene emissions, and safety risks. Through our Road Science business, Downer delivers a comprehensive range of emulsion products tailored for sealing, pavement preservation, and asphalt binders. Each product is engineered to meet NZTA M02 specifications and is backed by rigorous scientific testing and proven performance in real-world conditions.
